But Liz Kasper, a town board member and critic of the project, responded by saying that the project would have a substantial impact on the surrounding community.

"This is a major impact " there's no ifs ands or buts about it," she said.

After the meeting, Champagne urged opponents of the development to gear up for a major fight, and said she will be setting up a strategy session in the near future.

"This is the way it has been for a long time, and we have always known that a lawsuit might be necessary," she said. "We have been preparing for the possibility of taking this to court, and now we have 30 days to put the finishing touches on our papers and go in front of a judge." ""
