Moore said Four Winds is not responsible for the altercation.
"This was a conscious decision made by this individual," he said. "Four Winds did everything by the book."
The police department will review the alleged slashing to see if anything went wrong in the apprehension.
"Early indications are that all procedures were followed," Moore said. "This is a working example of how dangerous the profession can be."
Saratoga County District Attorney James A. Murphy III has subpoenaed Dawson's medical records, but stated he believed Dawson is mentally competent to participate in his own defense.
In 2006, Dawson was accused of assaulting a police officer in Washington County, and was allowed to plead down to a lesser charge, Murphy said.
