City to make sacrifices

None of the numbers are set in stone as of yet. The council has until Nov. 30 to accept a final budget under city charter. If they can't reach an agreement, the finance department's proposal will be adopted.

Already the departments of public safety and public works have submitted changes to their budgets that would result in an additional 3.3 percent hike, said Ivins. At this point, any changes would have to be voted on by the City Council.

The public still can comment at the proposed budget at hearings to be held on Tuesday, Oct. 28, at 6:30 p.m. at the Canfield Casino. Comments can also be submitted by e-mail.
