Twelve arrested on drug charges in Saratoga

Five-month investigation leads to arrests

— Twelve people, including a Milton Town official, were arrested on drug related charges on Thursday, Dec. 15, after a five-month investigation by the Saratoga Springs Police Department and the Drug Enforcement Administration Task Force in Albany.

According to police, street level investigations began in August of 2011 by the department. Soon after, the DEA was asked for assistance in a larger investigation, which included the county district attorney.

Seized in the investigation were more than two ounces of powder cocaine, five ounces of marijuana, and one vehicle, according to police. Because the investigation focused on mainly street level drug activity in downtown Saratoga Springs, police said most of those charged were carrying a relatively small amount of cocaine.

Police said they believe the arrests will have a significant impact on reducing drug trafficking downtown. Saratoga Springs Commissioner Richard Wirth said “Cooperation between agencies in essential to send a strong message to people who would deal drugs in this city.”

All of those arrested — including David Forbes, Milton’s Highway Superintendent —

were charged with fourth- degree conspiracy, a felony. Some of those arrested will face additional charges.

Arrested were:

David C. Forbes, 43, Lee Street in Ballston Spa

Edward Fitzgerald, 59, of Union Avenue in Saratoga Springs

Heather Chittenden, 38, of Cook Circle in Gansevoort

Thomas W. Williams, 40, of Madison Avenue in Saratoga Springs

April L. Allen, 34, of County Route 75 in Mechanicville

Susan M. Forbes, 41, of Casino Drive in Saratoga Springs

Deborah M. Risso, 50, of Northern Pines Road in Gansevoort

Paul M. Fasulo, 68, of Sunrise Drive in Saratoga Springs

Thomas J. Bowe, 44, of Russell Road in Schuylerville

Those arrested on additional charges are:

Robert K. Allen, 43, of County Route 75 in Mechanicville. He is charged with three counts each of criminal sale of a controlled substance in the 3rd degree and criminal possession of a controlled substance in the 3rd degree. All are felonies.

Thomas R. Kopach, 52, of Kayderossas Drive in Ballston Spa is charged with two counts each of criminal sale of a controlled substance in the 3rd degree and criminal possession of a controlled substance in the 3rd degree.

Jose A. Cruz, 39, of Lincoln Avenue in Saratoga Springs, was pulled over for speeding on Nov. 7. He was found to be in possession of 53 grams of cocaine and is charged with two counts of criminal possession of a controlled substance in the 3rd degree.

All were arrested and will be arraigned in City Court on Thursday, Dec. 22.
