Kotary says Conservative Party leadership knowingly left Messina's name on petitions when gathering signatures, even though the supervisor exited the race days before petitions began.
Kotary called the move a "bait and switch" and said Clarkson "unfairly, improperly and " I think " illegally cutting a deal with (Conservative Party Chair) Richie Stack."
"It's easy to talk the talk but you have to walk the walk," said Kotary, "and there's a difference between an open nominating process and a shady midnight deal."
