    THE FLOOD WATCH CONTINUES FOR
    * PORTIONS OF NORTHERN NEW YORK AND VERMONT...INCLUDING THE
    FOLLOWING IN NORTHERN ...NEW YORK...ESSEX. IN
    VERMONT...CALEDONIA...ADDISON...RUTLAND...ORANGE...WASHINGTON AND
    WINDSOR.
    * THROUGH LATE TONIGHT
    * RAINFALL WILL CONTINUE MODERATE TO HEAVY ACROSS THE WATCH AREA
    THROUGH MID AFTERNOON...BEFORE TAPERING OFF TO SHOWERS FROM WEST
    TO EAST. THE HEAVIEST RAINFALL IS LIKELY TO OCCUR ACROSS CENTRAL
    AND SOUTHERN VERMONT...WITH ADDITIONAL RAINFALL OF 2 TO 3 INCHES
    EXPECTED...AND STORM TOTAL RAINFALL AMOUNTS OF 3 TO 4 INCHES.
    * SOIL CONDITIONS ARE DRY TO START...BUT COMBINATION OF HEAVY
    RAINFALL RATES AND RAPID RUNOFF POTENTIAL WITH SOME VEGETATION
    BECOMING DORMANT WILL RESULT IN SHARP RISES ON AREA RIVERS AND
    STREAMS TODAY...WITH SOME EXCEEDING BANKFULL. SMALLER RIVERS
    AND STREAMS WILL LIKELY CREST WEDNESDAY AFTERNOON INTO THE FIRST
    HALF OF WEDNESDAY NIGHT. POOR DRAINAGE AND STREET FLOODING CAN
    ALSO BE EXPECTED ACROSS THE WATCH AREA.
