    EVENING...ESPECIALLY OVER THE POCONOS IN NORTHEAST
    PENNSYLVANIA...THE WESTERN CATSKILLS IN NEW YORK...AND THE
    NORTHERN FINGER LAKES...MOHAWK VALLEY...AND SOUTHERN TUG HILL
    REGIONS IN NEW YORK. MORE URBANIZED AREAS OF NEW YORK`S SOUTHERN
    TIER...SUCH AS BINGHAMTON...OWEGO...AND ELMIRA...SHOULD REMAIN
    WELL ABOVE FREEZING...WITH JUST RAIN. DANGEROUSLY COLD WIND
    CHILL VALUES ARE STILL EXPECTED LATE MONDAY NIGHT THROUGH
    TUESDAY.
    * ICE ACCUMULATIONS...A THIN COATING OF ICE...ESPECIALLY ON
    UNTREATED SURFACES SUCH AS PARKING LOTS...SIDEWALKS...AND
    BRIDGES.
    * WIND CHILLS....AS COLD AS 30 BELOW ZERO AT TIMES.
    * TIMING...AREAS OF FREEZING RAIN WILL PERSIST THROUGH THE LATE
    EVENING HOURS...BEFORE TEMPERATURES WARM FURTHER...AND ALL RAIN
    SETS IN OVERNIGHT. DANGEROUSLY COLD WIND CHILLS WILL ARRIVE
    LATE MONDAY NIGHT THROUGH TUESDAY.
    * TEMPERATURES...30 TO 35 DEGREES THIS EVENING...THEN RISING TO
    THE MID AND UPPER 30S LATER TONIGHT.
    * WINDS...SOUTHEAST 5 TO 15 MPH...WITH GUSTS UP TO 25 MPH.
    * IMPACTS...VERY COLD ROAD SURFACES WILL ALLOW FOR ANY RAIN THAT
    FALLS INITIALLY TO FREEZE EVEN IF TEMPERATURES ARE A LITTLE
    ABOVE FREEZING. TRAVEL COULD BE SIGNIFICANTLY IMPACTED THROUGH
    LATE EVENING. MONDAY NIGHT THROUGH TUESDAY... DANGEROUSLY COLD
    WIND CHILLS WILL POSE A RISK FOR FROST BITE AND HYPOTHERMIA
    FOR ANYONE OUTSIDE FOR EVEN SHORT PERIODS OF TIME.
